متقاضیان مسیر اقامت موقت به اقامت دائم در زمان انتظار برای نتیجه درخواست واجد شرایط مجوز کار باز هستند
کانادا از طریق مسیر اقامت موقت به اقامت دائم یا همان TR به PR (Temporary Residence to Permanent Residence Pathway ) خود که در اواسط سال ۲۰۲۱ و با توجه به محدودیت‌های سفری ناشی از کرونا ایجاد شد نزدیک به ۵۰ هزار تازه وارد را پذیرش کرده است.
آمار و ارقام نشان می‌دهد که تعداد مهاجران بیشتری در پنج ماه اول سال ۲۰۲۲ در مقایسه با سال ۲۰۲۱ از طریق این برنامه اقامت دائم گرفته‌اند.

برنامه‌ریزی اداره مهاجرت کانادا (IRCC) برای پذیرش مهاجران تحت این برنامه:
- پذیرش ۲۰ هزار درخواست برای نیروی کار موقت در بخش سلامت؛
- پذیرش۳۰ هزار درخواست برای نیروی کار موقت در سایر مشاغل ضروری انتخاب شده؛ و
- ۴۰ هزار درخواست برای دانشجویان بین المللی که از یک موسسه کانادایی فارغ التحصیل شده‌اند.
اداره مهاجرت همچنین تعداد نامحدودی درخواست از فرانسوی زبانان در هر یک از سه زیرگروه گفته شده را پذیرفته است.
با توجه به تعداد زیاد درخواست‌های مهاجرتی در اداره مهاجرت که بیش از ۲٫۷ میلیون نفر است، اگر وضعیت موقت متقاضیان مسیر اقامت موقت به اقامت دائم قبل از نهایی شدن درخواست آنها منقضی شود واجد شرایط مجوز کار باز هستند.
طبق جدیدترین آمار تا اواسط جولای ۵۱ هزار و ۳۹۲درخواست برای مسیر اقامت موقت به دائم در صف اداره مهاجرت هستند.

زیرگروه فارغ التحصیلان بین المللی
الزامات
۱) قبل از درخواست و البته بعد از ژانویه ۲۰۱۷، یک برنامه تحصیلی را در یکی از مؤسسات آموزشی تعیین شده (DLIs) زیر تکمیل کرده باشید:
- موسسات دولتی پس از متوسطه، مانند کالج، دانشکده فنی و حرفه‌ای، دانشگاه یا سژپ در کبک.
- مؤسسه خصوصی کانادایی که طبق قانون استانی مجاز به اعطای مدرک طبق قانون استانی است. اما فقط در صورتی که برنامه تحصیلی تکمیل شده توسط استان تائید شده باشد.
- موسسه خصوصی پس از متوسطه در کبک که تحت همان قوانین و مقررات موسسات دولتی در کبک فعالیت می‌کند.
- موسسه خصوصی یا دولتی پس از متوسطه در کبک که برنامه های واجد شرایط ۹۰۰ ساعتی یا بیشتر را ارائه می‌دهد که منجر به دریافت دیپلم مطالعات حرفه‌ای(DVS) یا گواهی تحصیلات حرفه‌ای(AVS) می شود.
۲) داشتن یکی از مدارک زیر از یک موسسه واجد شرایط:
- مدرک (کاردانی، کارشناسی، کارشناسی ارشد یا دکترا) از یک برنامه تحصیلی حداقل ۸ ماهه.
- مدرک، دیپلم، گواهی، یا گواهینامه صادر شده پس از اتمام یک برنامه با هر مدت زمانی که منجر به شغلی فنی تخصصی می‌شود.
- یک یا چند مدرک دیپلم/گواهی/گواهینامه با شرایط زیر:
۳)برای دیپلم/گواهی/گواهینامه، هر برنامه تحصیلی باید حداقل ۸ ماه طول بکشد و مدت زمان مجموع آن حداقل ۱۶ ماه باشد.
- برای DVS و AVS، هر برنامه باید حداقل ۹۰۰ ساعت و برنامه‌های ترکیبی باید حداقل ۱۸۰۰ ساعت طول بکشد.
- هنگام ترکیب یک AVS با یکDVS، اگر مدت دوره ترکیبی حداقل ۱۸۰۰ ساعت باشد، مدت دوره AVS ممکن است کمتر از ۹۰۰ ساعت باشد.
- هر دوره ترکیبی باید الزامات گفته شده مورد ۱ را برآورده کند.
۳) با وضعیت معتبر در کانادا در زمان درخواست شاغل باشید.
۴) حداقل ۵ CLB در انگلیسی یا فرانسوی در هر چهار مهارت زبانی داشته باشید.
۵) زندگی در کانادا با وضعیت موقت معتبر و در زمان درخواست حضور فیزیکی داشته باشید.
۶) قصد اقامت در خارج از کبک را داشته باشید.
نیروی کار موقت زیرگروه A (برای مشاغل مرتبط با سلامت)
الزامات:
۱)حداقل یک سال سابقه کار تمام وقت در سه سال گذشته، یا معادل آن سابقه کار نیمه وقت (۱۵۶۰ ساعت)، در کانادا، در یک شغل واجد شرایط (فهرست زیر). سابقه کاری را می‌توان در یک یا چند شغل به دست آورد.
۲) در زمان درخواست در کانادا شاغل باشید.
۳) حداقل۴ CLB در انگلیسی یا فرانسوی در هر چهار مهارت زبانی داشته باشید.
۴) اقامت در کانادا با وضعیت معتبر و حضور فیزیکی در کانادا در زمان دریافت درخواست اقامت دائم و تایید درخواست.
۵) زندگی در کانادا با وضعیت موقت معتبر و در زمان درخواست حضور فیزیکی داشته باشید.
۶) قصد اقامت در خارج از کبک را داشته باشید.

۱) حداقل یک سال سابقه کار تمام وقت در سه سال گذشته، یا معادل آن کار نیمه وقت (۱۵۶۰ ساعت)، در کانادا، در یک شغل واجد شرایط (فهرست زیر). سابقه کاری را می توان در یک یا چند شغل یا ترکیبی از مشاغل برای نیروی کار موقت زیر گروه B و زیرگروه A ( بالا) به دست آورد.
۲) در زمان درخواست در کانادا شاغل باشید.
۳) حداقل۴ CLBدر انگلیسی یا فرانسوی در هر چهار مهارت زبانی داشته باشید.
۴) اقامت در کانادا با وضعیت معتبر و حضور فیزیکی در کانادا در زمان دریافت درخواست اقامت دائم و تایید درخواست.
۵) زندگی در کانادا با وضعیت موقت معتبر و در زمان درخواست حضور فیزیکی داشته باشید.
